When are sprinklers required in water cooling towers? Does NFPA 214 address this? What should I look for in a water cooling tower that would cue this requirement?

NFPA 214 (2016) Sections 4.1 through 4.7 address this...along with definitions in Section 3.3.4.

Does Fire protection system has to be PE certified to get approved for installation.

Typically its core driven. A combustible core, i.e. wood, fibre, plastic, etc may require protection. Refer to NFPA 214 and local IFC

It's the type of fill material that generally determines the need for fire protection. Towers with combustible fill material will need sprinklers.

From an insurance perspective, whenever the tower and/or the fill is combustible AND if it represents an exposure to other equipmment/buildings and/or important business interruption

I've been roaming around several this week. They're protected by Deluge valves with a pilot line that has bulb sprinklers and the main dry pipe off the riser has open heads that are a combination of sidewalls over the exterior and uprights inside. They have a water motor gong and a PIV to shut it down in addition to the OS&Y.

How often would you say the core is combustible? Is this typical in older cooling towers or till used in modern cooling towers?

Gentlemen, please, I need to specify a cooling tower with partitions made of FRP in accordance with NFPA-214, but I was unable to find the recommended materials or the specification of these partition walls, thickness, type of resin that should be used.... Please, could you help me?

Cooling tower manufacture can provide those details. If CT is FM approved, then you can easily get that information in Specification document. If you need further information, please let me know.
