Is there a code requirement that states sprinkler pipe must maintain a certain distance from fireproofing sprayed onto structural steel?

You want to check out IBC Section 704.8. Non-structural elements are not allowed to be embedded into the fire-proofing.

if it is CPVC fire sprinkler piping over spray can be an issue and require the mfg of the CPVC to approve comparability.

If it's a new installation, you will have trouble getting your beam clamps and seismic on after fireproofing. That requires scraping the fire proofing off of every TBC and brace location. The way to prevent that is a detailed drawing showing all piping dimensioned off column lines. Install hangers prior to fire proofing. Have pipe fab'd and install to fit hanger installation.

Will the requirements in the 2021 version of the IBC mandating a 12" spray-out onto non rated steel require that you apply fireproofing onto sprinkler hangers?

I have been on OSHPD jobs for California hospitals and they are the AHJ. They interpret the fireproofing as a part of the structural member so they enforce a 2" clearance from fire proofing.
