We have a high-rise building, with rated stair shafts. This project is under NFPA 101.

What we have done (at my current firm in NYC) is we provide a rated enclosure for the ductwork (2x gypsum boards back to back for the 2 hour enclosure) so that the ductwork is a "shaft" now and not within the staircase. You have have to make sure with the Architects the egress path clearances are not affected..
