I want to say C. In NFPA 101, Section 12.3.2.1.1 for instance, it states that a service equipment room with equipment subject to explosion shall not be directly under or abutting required exits, and shall either be separated by a 1 hour fire resistance rating or protected by an automatic extinguishing system. So automatic suppression is not always required for a mechanical room if located and fire rated appropriately.
