When does NFPA 101 take precedence over NFPA 13 in regards to omitting sprinklers in closets less than 12 sqft in area in individual dwelling units of new apartment buildings?
We have a 44-story high rise with 10 sq ft closets that are 2'x5' and we are trying to eliminate the sprinklers. NFPA 13 would require them since it is not a hotel or motel but NFPA 101 allows for the omission. Posted anonymously for discussion. Discuss This | Submit Your Question | Subscribe

The state adopted *code* will always prevail.

The key is that NFPA 101 is a code and NFPA 13 is a standard. A standard tells you HOW to do something and a code tells you WHAT you need to do. 101 trumps 13 for the requirements of adding sprinklers or not. 13 would tell you how to do it and 101 references 13 for installation and design.

The closet sprinkler is there to prevent a breach of the drywall within the closet and possibly allowing extension to another floor space or into a chase. A ceiling not built as a fire separation may have sprinklers in lieu of the lack of construction material separations. Common attic spaces will predict a closet sprinklered between the top floor of a sprinklered building and the attic space but you will not find a sprinkler in the closets on floors below.

To make it very clear. If the AHJ is enforcing the IBC or IFC you would have to add the sprinklers, if they are enforcing either of those and NFPA 101 you would have to add the sprinklers, and if you were not enforcing either IFC or IBC, but were enforcing NFPA 101 then you could ommit the sprinkler heads from the closets.
