I am dealing with a Military building. It is an H-1 occupancy. The building is currently 4 stories high.
This is not allowed per IBC based on means of egress. Has anyone made an argument based on UFC referring to NFPA 101 for means of egress related items to make an H-1 occupancy allowed to be more than 1 story? Posted anonymously for discussion. Discuss This | Submit Your Question | Subscribe

Since I am not sure which IBC you are referring to, looking at IBC 2018,, which appears to be largely unchanged in this issue from the IBC 2015, Table 504.4 will limit the H-1 to one story. The same limit is in the 2012 IBC, section 416. That issue will not be solved with the means of Egress, even if the MoE is solvable.

If UFC project, criteria of IBC and NFPA 101 is used. IBC occupancy is used for building height and area limitations, and NFPA 101 occupancy used for fire ratings, egress, etc (UFC 3-600-01 CH3). Egress is per NFPA101 (UFC 3-600-01 10-1.1). UFC 3-600-01 3-3.1.2 "Where specific criteria is provided in NFPA 101 related to occupancy location within a building (ie story), conform to the requirements of NFPA 101 based on the equivalent type". Also refer to UFC 3-600-01 T3-1.

Is this building in a military base or government property? Is the AHJ the army Corp of engineers or NAVFAC? You might want to check the UFC codes, as they tend to be the governing codes for military buildings.

UFC 3-600-01 Change 4 Chapter 10-1.1 and 10-1.2 address when and how to apply IBC and NFPA 101 for egress determination.
