Can an industrial complex/region be considered suburban and rural, thus falling under the application of NFPA 1142?

As many industrial complexes are in suburban areas, it can be considered suburban if that is where it is geographically. As for whether 1142 applies:

I'd add that 1.3.2 specifically states several examples of where you're NOT allowed to use this standard. I read this as if you have any "large" structures that require special protection from high end ESFR (group A plastics in bulk), NFPA 30 hazards, FM 7-29 or more dangerous/hazardous then you shouldn't apply this standard.

I am very leery of using NFPA 1142. I need to know the various occupancies and hazards associated with the complex before commenting.
