In this nice summary, you have mentioned several times tests and inspections requirements based on NFPA standards. Although NFPA establish many well accepted good engineering practices and has the standards written to be incorporated or adopted in a law, this is not necessarily true. My question is if the inspection and tests you suggested are legally required (ahead of the OSHA's General Clause), or less than that, they are a possible implementation of the existing legal provisions.
