Does plastic underground pipe need to be sleeved when going under a road or driveway?

A properly installed underground piping does not required to be sleeved below a roadway. However, a sleeve may be desired based upon the depth of bury and roadway design.

We do a lot of UG work, and this comes up a lot. There isn't inherently a requirement I'm aware of to sleeve plastic UG under a drive unless its not deep enough. I can however see builder specs or AHJ requirements being a factor.
