Is it acceptable to have a 2-1/2-inch hose connection on the system side of a low expansion foam system?

Yes, you can have a ball valve any where so using that logic this item is acceptable here. If this was intended to be used for fire fighting then you'd have to add a house allowance( i think) to the foam and water flow volume. If this is just a bulk draining convenience then it wouldn't be an issue to place where shown on the section view..

Due to its position and the upper control valve shown, I don't think this is for FD use. It looks to be an alternate testing location in lieu of flowing through the system to check the proportioner, mix rates, and verify final solution %. It also provides an easy way to contain and dispose of any solution discharged.

I agree, The image looks like a testing outlet. Hose is then run to containment and the foam can be tested for the proportioning rate.

100% agree and just designed a system like this late 2025. Having the extra hose valve allows testing without fully flowing the system to the inspector's test. Totally acceptable and I usually recommend that type of installation when possible.
