Sprinklers in Any Lower Ceiling Over 48" Wide?

Is my understanding of NFPA 13 (all recent editions) correct in that any ceiling projection down that is over 48" wide must have sprinklers in the lower ceiling/soffit?

The specific scenario: a 5-foot-wide x 25-ft-long gyp board ceiling above a nurses station. The vertical distance between the 2 ceilings is 0'-3".

Even with the pendent sprinklers installed in the higher ceiling more than 12" away from the vertical face (which meets other obstruction rules), code tells me sprinklers shall be installed in the 5 ft wide lower ceiling (because it exceeds the 4 ft wide threshold) even though the sprinklers in the higher ceiling are not obstructed.

What's your take on this?

If you're spraying under by all other obstruction rules, the floor area is still covered as long as you're covering both sides of the soffit/to the wall.

The 4' soffit in your scenario doesn't present an obstruction, you sprayed underneath it (as long as you're covering both sides).

I agree with Peter.
For the requirement of 10.2.7.3.2 (NFPA 13, 2019) "Sprinkler shall be installed under fixed obstructions over 4 ft (1.2 m) wide" to apply, it needs to first be an obstruction. Definition of a continuous obstruction, 3.3.133.1 (NFPA 13, 2013) An obstruction located at or below the level of sprinkler deflectors that affect the discharge pattern of two or more adjacent sprinklers.
From my interpretation, you do not have a obstruction that is affecting the discharge pattern of two or more adjacent sprinklers and would not require additional protection.

I agree with Erik and Peter. If there was a limit, other than maximum spacing from the wall and/or mathematically using the soffit formula, I would expect NFPA 13 to call this out in the obstruction section. There is some overlap in the application of the various obstruction rules, and they can be confusing, but typically, if you find an obstruction rule that applies to your situation, and you can "defeat" the obstruction using that rule, you are good to go. The "beam" rule vs the "soffit" rules are a good example of not having to use the more stringent rule.

The section concerning obstructions greater than 48" wide falls under the section for obstructions more than 18" below the ceiling (10.2.7.3 -19 Ed) and is not enforceable in your example.

Your scenario is addressed in the previous subsection addressing obstructions within 18" below the ceiling (10.2.7.2.1.5 - 19' Ed.) and you have addressed the issue.

For example, Chapter 9 - 9.5.5.3.1 says sprinkler shall be installed under fixed obstructions over 4ft but specifies the obstruction is more than 18" below. Then Chapter 10 restates it for that sprinkler type.

The NFPA sections and subsections are written in a particular order and within "areas" for applicability. If I can find the article or handbook section explaining it, I'll post. It makes reading NFPA much easier to understand.

NFPA 13 tries to cover at lot of different scenarios. 3 inch delta between ceiling heights may or may not present a problem depending where the walls are. Providing a complete section cut would help in giving a proper response.

NFPA 13 mandates sprinkler protection below 40 inch to 48 inch wide soffits.
Yours is 60 inches albeit only 3 inches deep, sprinkler protection is required under the soffit.
If installed in the soffit the deflector would be less than 12 inches down from the higher ceiling.
