I am designing a community tornado storm shelter and per ICC 500, Section 309.1, any penetration of the shelter envelope by a liquid line is to be provided with an automatic shutoff.

I could be entirely wrong, but my best guess is with an automatic shutoff valve listed for fire protection. Here are the two I found:

Reading the second paragraph in section 309.1 it states "hazardous gas and liquid.." I read it as the intent is to provide an automatic shut off for hazardous materials possibly entering the space. I've worked on the design for a couple of storm shelters and never had to install automatic shutoffs on sprinkler or standard plumbing lines.

I am with Nic J on this one. Shut-off valves for hazardous materials, not for fire suppression systems.

Im just a lowly new englander, but arent tornado shelters in the ground? Could water flooding from the sprinkler be considered a hazardous liquid?

I agree that the auto shut off is for hazardous gas and liquids.
