I've looked for it but I'm having a tough time coming up with the code section. Where does the requirement for a bell on the face of the building come from?

I don't believe this requirement is mentioned in any NFPA. IBC 903.4.2 has a requirement for an audible device connected to the sprinkler system on the exterior of the building.

Agreed. The only requirement is that it’s audible. It’s usually a bell, but can be a horn.
