Table 45.9 in the SFPE Handbook lists both c and d for an 8% concentration by volume. It depends on the physiology of the person but I'd say on average nausea, headache, and dizziness would be the norm within a few minutes. However, the question asks for the worst symptom which is D.

D. IDLH (Immediate Danger of Loss of Health) for CO is around 0.1 mole% (1000 ppm) and here are 80K PPM
