This is a conceptual-type question, new to the exam in 2020. In prior years content may have been checked against a handbook, but the handbooks are not required references this year. General understanding of fire development and conceptual-type questions which make up foundational knowledge are fair questions for the exam in 2020.
For further reading on this topic, see Figure 3.7.1 of FPH p3-125. Flashover occurs "when a fire grows to such a size that it involves all combustible items within an enclosed room." It is "the time when the fire is predicted to reach its maximum size."
