Is there a requirement to monitor a fire pump or fire protection sprinkler riser room's temperature with the fire alarm system?
It is clear from NFPA 72 that the device needs to be added to the fire alarm panel if it is present. NFPA 13, 14, and 20 don't seem to have a need to monitor the room's temperature. From NFPA 72 (2016 Edition): Section 17.16.5 Room Temperature Supervisory Signal - Initiating Device. A room temperature supervisory device shall indicate a decrease in room temperature to 40 degrees (4.4 C) and its restoration to above 40-degrees (4.4 C). Sent in anonymously for discussion. There is no requirement to monitor the air temp, just to maintain at or above 40°F (20-19' Ed) 4.14.3 with an "approved or listed" source of heat - possibly higher for diesel applications. The book does provide annex language that are recommendations in A.4.26

The temperature does not need to be tied into the FACP, just needs to be maintained above 40F. Having the temperature tied into a monitored system is good practice though!

For an exterior room containing dry pipe equipment I spec'd out a room temperature switch that has a 40 degree threshold that is made by a common fire protection company. They seem affordable and might meeting what you need even if not an exterior room while also not increasing budget much. Just google "NFPA 72 Room Temperature Switch" was the first option.

It is not a written requirement to provide the switch and therefore monitor the switch. However depending on the project location it SHOULD BE A REQUIREMENT to provide and monitor by a system that has a constantly attended location.

The requirement is to maintain above 40-deg F, not necessarily to monitor it

NFPA 20, A4.26 states that there are other conditions for which such signals might be recommended, depending upon local conditions. Some of those conditions are.
