I am designing a wet pipe fire sprinkler system in a one story Group B occupancy (16-ft high). The building is about 90,000 sqft in area. The building will be fully sprinklered with two zone control valve assemblies.
The fire department is asking to add fire hose valve cabinets as the interior remote areas of the building are more than 130 feet from an exterior door, only citing that its required by IBC 2021. The 130'-0 requirement comes from NFPA 14 to the best of my knowledge. Not sure about requirements for a single-story building with no standpipe?

It is not uncommon for a local fire department to ask / request / mandate interior hose connections depending on the building layout and in consideration to locations of exterior hydrants.

It appears the distance (130') is coming from the requirements of hose reach from an exit (horizontal exit or exit passageway). IF a nozzle is capable of reaching 30 feet from the end of 100' of hose from an interior stairway. There are a couple of exceptions in 905.4 including 905.4(2) and (3) that have this same distance. It is also mentioned in 905.5 for Class II standpipes

IBC is the code but the egress is for exit distances 200 ft or greater. The code is for 2.5 inch valves, and think of it as a horizontal standpipe. ( class 1 or 3 ) The required spray would have to include the tenant spaces and that could mean the travvel distance into each space would addbup to greater than 200 ft

The AHJ will frequently consider the logistics from a firefighters point of view. Most fire pumping apparatus have a 150 or 200 foot preconnected hose line. If the truck is parked at the curb, how far can that hose stretch without adding line. If it will not reach all points, I require a standpipe.

This reference is based on the IBC-2021 905.5 requirement of a 30-FT Class II standpipe (CIIS) hose connection + 100-FT of hose :

Yeah 've had to do that before, but typically not in Group B occupancy. It was for one specific AHJ that had amended the code to require it. Served as a good reminder to always check theier local amendments.
