I have an exterior stair that connects two different surface parking lots. There is about 12-ft of elevation difference between the two surface lots.
The stair is not a means of egress for either of the adjacent buildings, and is not part of the accessible route/entrance to either site. Would any of the stair requirements in IBC or A117.1 apply? Sent in anonymously for discussion. Click Title to View | Submit Your Question | Subscribe

Stairs where provided need to conform to the applicable code for that jurisdiction.

the accessibility code always applies. lots of people who are NOT in wheelchairs have physical disabilities and also use stairs.

Stairs, even those not as a required Means of Egress (MOE), are still required to meet the applicable requirements of the Code for stairs.

All stairs are required to meet accessibility code. You are required to provide "equivalent facilitation."
