IBC 3008.1 states that when elevators are used for occupant self‑evacuation, all passenger elevators for general public use must comply with Sections 3008.1–3008.10.
The language is unclear: does this require full 3008 compliance for every passenger elevator in the building, or only for the elevators specifically designated for occupant self‑evacuation (e.g., those serving levels above 420 ft / 128 m)? How is this typically interpreted in super high‑rise buildings where adding an additional exit stair is not feasible? Sent in anonymously for discussion. The code indicates the number required - 1 or 2 but it does not state that all shall meet the requirement.

When applying Section 3008, ALL passenger elevators for general public use in the building must comply with this section IF any elevator is designated as an OCCUPANT EVACUATION ELEVATOR (OEE) to replace the req’d 3rd Exit Stairway in buildings over 420-FT.
