Attic System Pass with Ground-Level Inspection?

Has anyone encountered situations where a dry sprinkler system had incorrect repairs or installations, but still passed inspection because NFPA 25 allows portions of the inspection to be done from ground level—even though the piping is actually located in an attic?

Is this actually acceptable under NFPA 25? What recourse did you have?

Really going to need more info as to what...

Repairs require testing per the original installation standard, but installation errors are mostly outside of NFPA 25 scope.

1.1.3.1* - Unless otherwise stated in this standard, the inspector is not required to verify the adequacy of the design or installation of the system.
4.6.5* - When a component or subsystem is adjusted, repaired, reconditioned, or replaced, it shall be tested in accordance with the original acceptance test required for that subsystem or the requirements where specified by the standard.

There is very little that NFPA 25 requires that would not be from the ground. Nothing says you could not write up the issues in a supplemental report, which we do a lot because of the limited scope of NFPA 25.

NFPA 25 - 2026 referenced

5.2.1.1* - Sprinklers shall be inspected from the floor level annually.
5.2.1.1.7.1 - Where installed, sprinkler guards shall be inspected from the floor level annually.
5.2.1.5 - Electrically operated sprinklers shall be inspected from the floor level annually in accordance with 5.2.1.1 and the manufacturer’s requirements.
5.2.2* Pipe and Fittings.- Sprinkler pipe and fittings shall be inspected annually from the floor level.
5.2.3* Hangers, Braces, and Supports. - Sprinkler pipe hangers, braces, and supports shall be inspected annually from the floor level.
13.12 Automatic Air Vents. - Automatic air vents shall be inspected annually from the floor level to verify they are free of physical damage and show no signs of leakage.

Unfortunately yes --

You will find that there are a lot of folks who do not (will not) call out an issue especially at final inspection.

I typically have to stand my ground and insist that repairs are made.

You can repair an incorrectly installed system, sadly. That is how 25 works. They should (not shall) note any issues they do see.

This wouldn’t help you in an attic, but to inspect sprinklers from the floor in higher roof lines I used a good pair of binoculars, that blew up the image of just the sprinkler head. They really came in handy.
I never looked to see if binoculars were not allowed. Could even read the small words on the frame, check the seals, to see if a recalled model too. Handy.

Dan is spot on. Activities in NFPA 25 are intended to ensure a reasonable degree of certainty that the system will function properly as it is found. Inspectors have to assume that the system was approved and are not trained as design or installation professionals.

Regarding binoculars, the enhanced content from LiNK has the following to say:

Paragraph 5.2.1.1 requires a visual inspection of sprinklers to reveal obvious signs of damage, leakage, loading, or corrosion. Inspections are conducted from the floor level; this is because it is usually impractical to get closer to the sprinklers for a more in-depth inspection, and the use of ladders is of limited benefit when compared to the cost. In buildings with high ceilings, a flashlight or binoculars can assist in the inspection of sprinklers, piping, hangers, and other components. When other work is being done at the ceiling level using ladders or lifts, personnel could take advantage of the opportunity of being closer to the sprinklers to inspect the system.

Inspectors who use a flashlight or binoculars must be careful about false positive results, which can occur when light reflects off the white printing on glass bulb sprinklers. This is also a point of contention with some building owners who mistakenly see the use of additional resources not mandated by the standard, such as a flashlight or binoculars, as an effort to generate service work, as opposed to an effort to ensure a properly working sprinkler system. As with most issues, a little communication goes a long way in helping the owner understand why it is so important to look closely at the sprinklers.

Passing an inspection and having a correctly installed/repaired system are to vastly different things. There are also instances where an inspector is under informed as to the extent of the system or repairs.
