In California (and other states), are diesel fire pumps subject to emissions requirements, or are they exempt?

Cal. Code Regs. Tit. 17, § 93115.6 - ATCM for Stationary CI Engines - Emergency Standby Diesel-Fueled CI Engine (>50 Bhp) Operating Requirements and Emission Standards

(4) New Direct-Drive Emergency Standby Fire Pump Engines: Except as provided in section 93115.3, no person shall sell, offer for sale, purchase, or lease for use in California any new stationary emergency standby diesel-fueled direct-drive fire-pump CI engine that has a rated brake horsepower greater than 50 unless the fire pump engine meets the applicable emission standards and certification requirements specified in section 93115.6(a)(4), and no person shall operate any new stationary emergency standby diesel-fueled direct-drive fire pump CI engine that has a rated brake horsepower greater than 50,

unless it meets all of the applicable operating requirements and emission standards specified in 93115.6(a)(4).

Yes, though any construction compliance (how its made) should come for the manufacture. Operationally I know it can effect LEED standards with the regular testing requirements.

While a loss control engineer, I worked in CA a lot, and this is a very real issue.

I had a location with a couple pretty big diesel fire pumps and they weren't being exercised or tested at all. Naturally, I made a strongly worded recommendation for doing so and were told they can't.

This was years ago, but the State Fire Marshal requires it to be done. However, the state envirornmental agency required they not be run. It came down to which agency had the lesser fine. To say it was convoluted is an understatement

As a loss control consultant, I've checked in one county in North Carolina and one city in CA. Both times there was a limit to the amount of time that the engine can be run. Usually 50 hours per year is what I've seen so that regular tests can be accommodated weekly and still have time left over.

I would look for emergency equipment verbiage in the specific county or city you fall under.
