In California (and other states), are diesel fire pumps subject to emissions requirements, or are they exempt?

Yes, though any construction compliance (how its made) should come for the manufacture. Operationally I know it can effect LEED standards with the regular testing requirements.

While a loss control engineer, I worked in CA a lot, and this is a very real issue.

As a loss control consultant, I've checked in one county in North Carolina and one city in CA. Both times there was a limit to the amount of time that the engine can be run. Usually 50 hours per year is what I've seen so that regular tests can be accommodated weekly and still have time left over.
