When a new fire pump controller is installed or replaced, is an acceptance test required?

Yes, but only the controller basic functions and verification of points monitored by the fire alarm system. You are not required to perform a full fire pump test.

Yes a full fp test must be performed by the factory rep or another acceptable to the AHJ.

Not sure if the term "Acceptance Test" is the right term to be used. But functional testing is required.

I always did a full acceptance test. That's the requirement. Subject to AHJ of course.

It takes 2 people 4 hours (from set up to clean up) to conduct a typical fire pump acceptance test. It seems like a pretty small cost to limit liability for the future. Regardless of the code basis enforced in your jurisdiction, it's certainly a best practice and should be recommended to the owner to make sure the system will work after you leave.
